A civil building is a structure your citizens use for strictly non-military purposes, a school for example. To maintain a thriving country, your nation will require certain things to stay prosperous. These buildings will have very distinct effects on your country's culture and society.

Utilities are the category buildings fall under if they provide your country with electricity, clean water, or food.
Level 1: All buildings are free.
1. Basic Power Plant. This will provide one city with a steady supply of electricity. This building must be erected on land and cannot provide power to cites that are situated on islands. This building will not withstand any form of natural disaster and can be easily destroyed by an opposing country.
1. Basic Water Purification System. This building will provide clean water to one city and must be erected next to a sustainable source like the ocean. This building will not withstand any form of natural disaster and can be easily destroyed by an opposing country.
1. Basic Farm. This will provide one city with food and must be erected inland away from the ocean or another city. This building will not withstand any form of natural disaster and can be easily destroyed by an opposing country.
Level 2: All buildings require an additional 50,000,000 to upgrade.
2. Turbine Power Field. This will provide one city with a steady supply of electricity. The field must be erected inland away from the ocean or other cities. This building will withstand most natural disasters except for lightning storms. It can also be easily destroyed by an opposing country however due to its size it will take a while.
2. Advanced Robotic Water Purification System. This will provide two cities with a clean supply of water. This building must be erected next to a sustainable water source. This building can withstand most natural disasters except a Tsunami and is not easily destroyed by opposing countries.
2. Mass Produce Farm: This building can provide up to four cities with food. It must be erected inland away from other cities or the ocean. This building can withstand most natural disasters except an earthquake and can easily be destroyed by an opposing country however it will take some time.
